As long as the offseason is still limited to a 16-man roster (including associated minimum starting requirements at every position), I don't necessarily have a problem with increasing the number of IR spots.

I'd hate to see a situation though where a couple of more active teams were loading up their IR with injured "studs" simply to bolster their offseason roster for the following year.

I know with the bye weeks it does make it hard if you have more than one player hurt.

You could keep it, "IR or Out" have 2-4 spots but a severe penalty like 4-6 weeks that they have to be on the IR for. This would in effect, be meaningless for players actually on the IR, but would add a strategy element to those players listed as Out and limit its ability to be mis-used as a free way to stash players. Real similar to what the NFL does currently with the PUP list I belive.
