Should we change the constitution as laid out below, in regards to rule changes and trades?

I brought this up a couple weeks ago and I wanted to get a firm structure and proposal out their that we can vote on before we move on to the other changes we've been discussing.....

If you vote no, we'll continue with the status quo and find replacements to fill the open ACC spots.
If you vote yes, you are voting to get rid of the ACC and instead all rule changes will be handled by all league owners as laid out below...


Rule Changes

* Any vote taken by the league to change the rules requires a 75% vote to pass (18 out of 24).
* Any vote taken by the league to change the rules between July 15th and Week 17 requires a 100% vote to take effect immediately.
* If a vote taken between July 15th and Week 17 receives 75% or more but less than 100% it will take effect the following season.
* Whenever possible changes to league rules will be voted on between the current years trading deadline and the end of the week 17.
* Abstentions will be considered "Yes" votes.
* All poll votes will be final 5 days after they begin.
* Any unforeseen rule situation not specifically covered in the constitution will be determined by the league commish.


Trade approval decision would be handled in the following manner.

Trades

* All trades must be submitted through the league web site to be approved by the Commissioner.
* The Commissioner will approve or decline all trades and if warranted can require a team to pay a non-refundable $50 deposit towards the following season.
* All approved trades will be posted to the league web site via the transaction report.
* All trades must satisfy roster limits prior to the trade being approved.
* Trades may be offered from the conclusion of week 17 to the day before week 11 (typically a Wednesday, if Thursday games are played that week) of the following regular season.
* Teams may trade future draft picks one year in advance.
* Teams trading any draft pick must make a non-refundable $50 deposit towards the following season.

The vote has passed and the constitution has been updated accordingly. We'll move on the the more interesting votes. :cool:
